Cetus the Tidebreaker is a Tacet Discord that lives in the deep waters of the Stormy Sea around Ragunna. It is closely associated with the Sentinel Imperator and serves as a steward of the souls lost at sea.
It was first introduced as an NPC during the Main Quest Through the Sea Thou Break in Chapter II: Prologue.
