After the events of Chapter II: Act III - What Yesterday Wept, Today Doth Sing, At midnight, Rover arrives at Liberty Square, responding to an invitation from Capollo Montelli, Carlotta’s uncle. Though the message appears sincere, both Rover and Abby remain wary, suspecting Capollo’s motives extend beyond gratitude.
Capollo greets them in person. As the son of the Padrino and heir apparent to the Montelli Family, he expresses gratitude for Rover’s cooperation but warns that further involvement may destabilize the family’s internal balance. He offers to replace Carlotta as Montelli’s representative in Rover’s alliance. If Rover refuses, Capollo insists they stay out of Montelli affairs entirely.
Before the situation escalates, Carlotta intervenes. She delivers a cryptic warning: “Meet me at the rendezvous. Beware the eyes.” She also reveals that Benett, the family’s vault manager, was recently caught stealing.
Benett's Death[]
At the rendezvous, Rover arrives before Carlotta. One by one, Montelli members in uniform quietly disperse, leaving only an elderly man admiring a painting. The man introduces himself as an art-loving investor waiting out the rain. His cryptic remarks suggest dissatisfaction with the status quo and a desire for change. When the rain stops, the man vanishes. With the area clear, Carlotta reappears and apologizes for Capollo’s behavior. She clarifies that she has no interest in leading the Montelli Family and is focused instead on identifying the traitors within. She explains that Benett, who had been caught embezzling, was later killed by Tacet Discords outside the city. However, on the night of his death, Carlotta receives a coded message from him.
Once again, she asks for Rover’s help. Having previously aided her in exposing traitors, Rover is offered a new cover identity: Cat’s Eye, a provisional Montelli member under Carlotta’s personal patronage. She believes Benett’s death holds the key to uncovering the truth and tasks Rover with investigating his home.
At Benett’s residence, Rover encounters Capollo’s subordinates—Sage and Acorn—sent to retrieve the stolen items. They come up empty-handed and express frustration at Capollo’s half-hearted investigation. They suspect Benett sold off the goods long before his death. Rover reports back to Carlotta, noting inconsistencies in Capollo’s behavior. Despite being responsible for the vault, Capollo shows little urgency. If he were genuinely concerned with securing leadership, his actions would be more decisive. Moreover, Benett never seemed driven by greed.
As they talk, Rover and Carlotta notice a man observing them. When confronted, he flees. Carlotta identifies him as Duncan, a former Montelli member who left the family years ago. Duncan believes Benett’s death was the result of unchecked ambition and warns that all who inherit the Montelli name are doomed. Though he tried to cut ties, Benett’s death has drawn him back.
After reviewing Rover’s findings, Duncan offers his help and points them to a potential recipient of the stolen goods: Scarlet Velvet. Carlotta explains that Scarlet Velvet’s faction recently severed trade relations with the Montelli Family.
Scarlet Velvet and the Reserved Terminals[]
To make contact, Rover uses coded etiquette—ordering a specific drink that serves as a signal. The bartender agrees to arrange a meeting at Whisperwind Haven and mentions that Benett once spoke highly of Carlotta.
At Whisperwind Haven after being harassed by the Order of the Deep, Scarlet Velvet reveals that it was not her faction but the Montelli Family who severed trade, revoking access to Reserved Terminals and weapons. This abrupt change deviates from Montelli’s traditionally expansionist policies. Carlotta argues that trade should resume to prevent monopolies. Scarlet denies any theft on Benett’s part. Instead, she explains that Benett foresaw his own death and left something behind at the coast—something he hoped would never need to be used. With help from Benett’s wine-coded message, Rover and Carlotta deduce it refers to a hidden collection in the vault requiring high-level access. Around the same time, Duncan provides Benett’s damaged Terminal.
Capollo's Betrayal and Carlotta's Resolve[]
The evidence continues to implicate Capollo: from the alleged embezzlement to the lackluster response and possible cover-up. Carlotta resolves to find the truth. The team decides to repair the Terminal and retrieve Benett’s hidden collection.
Recovered data points to two suspicious locations: Liberty Square and Capollo’s private dock. They uncover a custom-made Reserved Terminal with signs of tampering. The core data module is missing—likely removed by Capollo to frame Benett.
Carlotta confronts Capollo about his plan to ally the family with the Order, who proposes letting the matter go. She refuses. Her loyalty to Benett and drive for truth outweigh any family obligation. The team splits—Carlotta investigates the dock while Rover brings the Terminal to Pierre, a trusted technician.
At the dock, Carlotta finds a stained-glass mirror hidden beneath cargo. As she approaches, a hand with a blue-black ornament pulls her inside—an elaborate trap. Meanwhile, Rover meets with Pierre, who is accompanied by the same elderly art collector from Liberty Square. The man reveals himself as Francesco, the true Padrino of the Montelli Family. He entrusts Rover with an item meant for Carlotta.
Upon repairing the Terminal, the recovered data confirms that Capollo originally gave the device to Duncan, intending it to lure Carlotta into a trap.
Inside the mirror world, Carlotta faces illusions crafted from her own doubts and desires. A mirror version of herself offers the recognition and power she’s always been denied. Carlotta rejects it, shattering the illusion. In retaliation, the mirror self traps her in a repeating memory of the Montelli HQ siege—only this time, her warnings are heard and the family is saved. She resists the lie.
As her will falters, Rover arrives in the mirror world and delivers the firearm entrusted by Francesco. Reaffirming her resolve, Carlotta confronts her mirror self one final time by breaking a portion of the Sonoro Sphere with the firearm given by her grandfather. When asked what sets them apart, she turns her back and walks away.
Rover and Carlotta decide to expose Capollo rather than continue the cycle of secrets. With Duncan’s help, they reroute a major trade deal orchestrated by Capollo, forcing a final confrontation. The recovered core module provides conclusive evidence of Capollo’s deception.
As the rain falls across Ragunna, Carlotta reflects in silence. For the first time, she feels at peace—no longer seeking validation from the Montelli name. When the rain ends, she departs to begin rebuilding. The process will be long and difficult, but necessary. Before leaving, she hands Rover the Cat’s Eye brooch, formally making the identity their own. Rover remains the only individual she has ever personally recommended to the Montelli Family.
