The Land Development Team of the Infrastructure Division is a construction project undertaker affiliated with Jinzhou's Ministry of Development, responsible for managing construction efforts in the Jinzhou region. Initially, the team consisted of 60 employees. Following the recruitment and transfers during the post-war period, the team has now grown to 400 ad-hoc members. This includes 31 individuals from the original staff, 190 transfers from Huaxu Academy, the Midnight Rangers, and the Defense Division of the Ministry of Development, 120 volunteers from Jinzhou, 50 transfers from other regions, and 9 individuals of unknown origin.
