He is located to the far right of Panhua's Restaurant in Jinzhou, behind a table with four customers. You can only see him at daytime.
Players can learn the recipe for Clear Soup by interacting with him.
During the event By Moon's Grace, Uncle Li is a shop NPC in Taoyuan Vale for Yumyum Haven.

- Uncle Li: Oh, look who's here! Good to see you, (Rover). Been hearing all about your adventures at the tea house. Must be pretty busy, huh?
- Uncle Li: See what I'm making? It's a secret, ancient recipe! This one's called Shrimp Fan.
- Uncle Li: See this? They're all handwritten recipes I've collected from people. Careful! The paper's thin.
- Uncle Li: I tavelled the world collecting them when I was young man. As a gourmet, I can never refuse a delicacy.
- Uncle Li: Since we're celebrating the festival now, I thought it would be nice to whip up some new dishes.
- Uncle Li: Panhua and Mahe have their own business to attend to and can't be here in person, so I brought some of their dishes along.
